No. Every Belly Up city site is built on the same rule: nobody can buy their way onto a list, and nobody writes fake reviews. A restaurant's paid partnership covers exposure, photography, and placement in relevant guides, not the content of what gets written about them. Community recommendations belong to whoever wrote them.
